- THEME: "Peace, Love, & Fireworks”. Entries should be decorated; not just advertising.
- GRAND MARSHALL: Ross Family / Farmer's Helper
- DECORATIONS: All entries in the parade MUST be decorated either within the theme or with red/white/blue. No exceptions! This includes classic cars and all other entries.
- FEES: Kids & School groups free. All others $5 per float or vehicle. Drivers must complete this electronic form or a paper version. No exceptions. Any driver who has not registerd will not be allowed in the parade, regardless if somone in their group already signed one.
- SAFETY HAZARDS: Make sure your group knows these rules.
- Candy–Entries may hand out store purchased individually wrapped candy or treats (nothing homemade or unwrapped). Other appropriate items, such as fans, fruit, flowers, and gift cards are permitted as well. REQUIRED SAFETY RULES! If not followed, a volunteer will remind you. If rules continue to be broken, deputies or someone from the association will escort the entry out of the parade route permanently.
- WALK candy/treats to spectators on sidelines only!
- Can NOT be thrown from floats, cars, etc to reduce the chance of children running into road. We don't not want a child injured.
- Do NOT hand candy to kids that are standing in the street or that run up to your car/float. Wait until they get out of the road to give them candy. Giving them candy from the side of your float encourages their bad and dangerous behavior of runing into the street.
- Riders–Do NOT jump off or on floats on the parade route. Float capacity will not be exceeded. Riders will not have legs, feet, arms, hands, etc extending past the sides, front or rear of the float.
- Children–Floats must have 1 adult per every 5 kids under age 12 (not counting driver). Adult responsible for the float must receive permission from the parents of all children under age 18 on that float.
- Alcoholic beverages–Cannot be consumed by parade participants before or during the parade or in the line-up area.
- Endangering Public Safety – Activities that could endanger public safety will result in ejection from the parade.
- LITTER: Littering is a Class A misdemeanor. Harrisburg Municipal Code 10.05.260 also states “The parade shall not cause trash or debris to be left on the City’s right-of-way.” Pick up waste from your animals. Distribution of flyers or other paper is not allowed in the parade. Participants not complying must clean up any resulting debris or risk a fine.
- PARADE STAGING: Parade staging begins at 9:30AM. All entries must be in position by 10:15AM for judging. Parade will start at 11AM. Only cars that will be in the parade will be allowed in this area after 9AM, even if hauling supplies or people to staging area. If physical limitations prevent you from walking to the staging area, you must meet your unit BEFORE it enters the staging area. We will post staging areas in June and email you.
- MOTORIZED ENTRIES: Drivers all vehicles or motorized entries must have a valid driver’s license, be 18+ years old, and possess liability vehicle insurance. A space of 50 feet between each entry should be maintained. Under no circumstances shall any motorized entry move to a different position within the parade line-up, before or during the parade, except under the direction of a police officer or fire department.
- STOPPING IN PARADE: If you stop to provide entertainment (i.e., band, dancing, etc), limit each stop to about one minute to prevent the parade from getting backed-up.
- RAILROADS: When crossing the tracks, be aware of the length of your float as trains are active on July 4th. Tracks are LIVE. Trains do NOT stop for the parade so watch for trains and do NOT stop on tracks.
- LIABILITY: Insurance and liability are the sole responsibility of participants. All floats drawn by a motorized vehicle must use a proper hitching device (i.e., pin hitch must have a safety pin hitch and safety chains on trailers). If your float is self-propelled or has a gasoline-powered generator, you must have a minimum ABC rated fire extinguisher.
HOLD HARMLESS AGREEEMENT
By registering I, and/or my organization shall indemnify and hold harmless the Harrisburg Community 4th of July Association, Harrisburg Fire and Rescue, City of Harrisburg, employees, and volunteers from any and all loss, costs (including attorney fees and court costs), damages, expenses, injuries, and liability arising from my/our participation in the Harrisburg 4th of July Celebration and Parade. I will also ensure adequate adult supervision of all children on my float or entry. By registering I confirm I have read and understand the above rules, terms, and conditions and will abide by them.
